Quang Ninh Accelerates Digital Strategy: MoU Signed with VAMBRA

On the afternoon of March 19, 2026, at the Quang Ninh Center for Disease Control (CDC), VAMBRA and the Quang Ninh Department of Health officially signed a Memorandum of Understanding (MoU). This event marks a turning point in standardizing digital competencies and popularizing Artificial Intelligence (AI) for the province's medical workforce.
The ceremony was held in a formal atmosphere with the participation of key leadership from all parties:
From VAMBRA: Mr. Nguyen Ngoc Huan – Chairman.
From the Quang Ninh Department of Health: Mr. Bui Manh Hung – Acting Director; Mr. Trinh Van Mạnh – Deputy Director, along with heads of functional departments and local medical units.
From VietHealth Company: Representatives of the Board of Directors and senior lecturers.
Speaking at the ceremony, Mr. Nguyen Ngoc Huan, Chairman of VAMBRA, emphasized:
"Artificial Intelligence is no longer a technology of the future; it has become an essential tool of the present. Through this partnership, VAMBRA is committed to accompanying Quang Ninh's healthcare sector in building an innovative ecosystem. Our goal is to establish a Biomedical Innovation Center in Vietnam, capable of connecting with regional and international networks."
VAMBRA will play a pivotal role in supporting the development of technological solutions and establishing a set of standards for safe and professional AI applications. This initiative aims to help medical staff optimize workflows while strictly adhering to rigorous professional regulations.

Mr. Bui Manh Hung, Acting Director of the Department, shared: Information technology and digital transformation have been top priorities for Quang Ninh’s healthcare sector for many years. The sector has been progressively perfecting its digital ecosystem, ensuring seamless data integration from provincial to grassroots levels. At the same time, we are promoting a 'Digital Literacy for All' campaign through practical activities. This initiative helps medical staff cultivate a data-driven mindset, foster creativity, and rapidly adapt to technological advancements in this new era.

The signing ceremony between the Quang Ninh Department of Health, VAMBRA, and VietHealth is far more than a mere cooperation agreement; it is a profound commitment to the future of digital healthcare. The program is expected to deliver breakthrough values in public health services, positioning Quang Ninh as a leading bright spot for high-tech applications in the national healthcare sector.
