VAMBRA AND BAC NINH DEPARTMENT OF HEALTH: A STRATEGIC PARTNERSHIP TO DRIVE DIGITAL TRANSFORMATION AND AI INTEGRATION IN HEALTHCARE

On January 28, 2026, in Bac Ninh, the Vietnam Association for Medical and Biological Research and Application (VAMBRA) officially signed a Memorandum of Understanding (MOU) with the Bac Ninh Department of Health. This event marks a significant milestone in realizing the goal of modernizing the healthcare sector, positioning technology and Artificial Intelligence (AI) as key drivers in public health services.
The ceremony was attended by Mr. Dao Khac Hung and Mr. Tu Quoc Hieu, Deputy Directors of the Department of Health; Mr. Nguyen Ngoc Huan, Chairman of VAMBRA; Mr. Do Tran Binh Minh, Director of Healthy Vietnam Journey JSC; heads and deputy heads of functional departments under the Department of Health; and 185 delegates representing leadership, IT officers, and relevant personnel from affiliated medical units.
At the ceremony, the Bac Ninh Department of Health and VAMBRA signed an MOU for the project "AI Opportunities for Healthcare Professionals." This initiative aims to train medical staff across the province in AI application skills for clinical expertise, management, and patient care. The signing serves as a foundation for both parties to establish a long-term partnership, leveraging their respective strengths, resources, and expertise in key areas:
Digital Human Resource Development: Focus on training and enhancing the capacity of healthcare workers in AI applications, Data Analytics, and the security of Electronic Health Records (EHR).
Scientific Research and Technology Transfer: Prioritize projects in precision medicine, modern hospital management, and the application of technology in clinical diagnosis and treatment.
Data Connectivity and Sharing: Build a secure information exchange platform to support research in pharmaceuticals and biotechnology in accordance with international standards.

Speaking at the ceremony, Dr. Dao Khac Hung, Deputy Director of the Bac Ninh Department of Health, emphasized: For the healthcare sector of Bac Ninh province, digital transformation and the application of artificial intelligence are not only inevitable trends but also urgent requirements to enhance management quality, professional efficiency, as well as the capacity for forecasting, disease prevention, and public health care. The signing of this Memorandum of Understanding between the Bac Ninh Department of Health and the Vietnam Association for Medical and Biological Research and Application (VAMBRA) marks the beginning of a long-term, in-depth collaboration. Our goal is to develop high-quality medical human resources who can master new technologies, particularly AI applications in medical management. He expressed his hope that in the coming time, VAMBRA would continue to accompany, support, and closely coordinate with the Department of Health to implement the project effectively and practically. This will contribute significantly to the digital transformation process of the Bac Ninh healthcare sector in particular and the Vietnamese healthcare industry in general.

Representing VAMBRA, Mr. Nguyen Ngoc Huan, Chairman of the Association, shared: "We believe that people are always at the heart of every transformation process. VAMBRA is committed to a long-term partnership with Bac Ninh to implement training programs and medical-biological technology applications that are safe, effective, and highly practical."

This event is a practical activity to implement the major policies of the Party and the State, particularly Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation. In the context of the digital era, the "handshake" between a state management agency and an intensive research organization like VAMBRA is expected to create breakthrough transformations for local healthcare.
The partnership between VAMBRA and the Bac Ninh Department of Health goes beyond a signed document; it is a promise of a journey toward innovation, with the ultimate goal being the satisfaction and well-being of every citizen.
